A BRIDGE TO PERMANENT HOUSING
HAP provides a temporary rental subsidy to assist persons with mental illness until they can secure permanent housing such as Section 8, public housing, or home ownership. Start-up loans are also available to pay for security deposits and basic furnishings.

It’s about RECOVERY.
The purpose of the Housing Assistance Program (HAP) is to assist persons with severe mental illness to choose, get and keep permanent housing so they can recover their roles as adults living independently in their community.

ELIGIBILITY
Any Clermont County Resident who:

  • Has been diagnosed with a severe mental illness
  • Is at least 18 years of age
  • Demonstrates the ability to maintain the terms of a standard lease.
  • Is income eligible
  • Is eligible for Section 8 or other public housing and/or will be able to obtain a job that will pay their housing cost within 12 months.

    PRIORITY

    Priority is given to persons who are:
  • Homeless or at imminent risk of homelessness;
  • Soon discharged from a hospital without housing.

WHAT WILL HAP PAY FOR?
Temporary Rental Subsidies: Tenants are responsible for contributing 40% of their total household income for rent. HAP will pay the remaining amount. The rent of the apartment must be within the Fair Market Rent (FMR) set for Clermont County.The FMR includes utility costs. Clermont FMR are:

  • Efficiency = $459
  • 1 Bedroom = $538
  • 2 Bedrooms = $706
  • 3 Bedrooms = $978
  • 4 Bedrooms = $1016

HAP Tenants are required to sign a standard tenant-landlord lease and are expected to follow the rules of the lease.

Furnishings, Deposits and Household Items:
HAP can provide one time no-interest loans for the following:

  • Security deposits
  • Utility deposit
  • Necessary basic furnishings
  • Set-up of a kitchen, including the provision of basic food items.

  1. By providing case management services to tenants funded by HAP to be successful and maintain the terms of their lease.
  2. By providing landlords with education concerning mental illness
  3. By providing landlords with consistent reliable rent.
